Policy Landscape and Our Work

In 2022, Colorado became a national leader in child nutrition through the passage of Proposition FF: Healthy School Meals for All (HSMA), with resounding support from voters. HSMA has seen great success, with 100% of eligible districts participating and a significant increase in meal participation. Today, HSMA provides more than 600,000 free meals to students each day, saving families an estimated $1,300 per child per year and boosting local economies through local food purchasing.

In 2025, Colorado voters doubled down on that commitment by passing Propositions LL and MM, which strengthen and expand the funding stream for HSMA. Proposition LL allows the state to keep excess revenue generated by limiting state tax deductions for households earning more than $300,000, rather than refunding those dollars, and directs that revenue to Healthy School Meals for All. Proposition MM further narrows those deductions for the highest-income households, generating roughly $95 million in additional annual funding for HSMA and, once the program is fully funded with adequate reserves, for SNAP.
