Policy Landscape and Our Work
Arizona is working on legislation related to providing free school meals for children who meet income eligibility requirements under the National School Lunch Program, with ongoing efforts to expand access and address food safety concerns in schools (HB 2213). While they are not yet fully implemented, the state is exploring both universal meal programs and initiatives to improve the nutritional quality of school meals.
In early 2025, a new bill (HB 2164) was signed into law banning “ultra-processed foods” containing certain additives and dyes from being served in public schools. Schools will be expected to comply with the legislation by the 2026-2027 school year.
Recently, Governor Katie Hobbs’ passed the Arizona Promise Budget which will eliminate co-pays for reduced-price school meals through investment of $3.8 million, providing 10 million free meals to working class children.
