Policy Landscape and Our Work

Delaware now guarantees universal free school breakfast. HB 91 was signed in July 2025, making breakfast free for all public school students and expanding access to roughly 83 additional schools beyond existing federal programs in the 2025-26 school year. As for HB 125 (a broader universal meals bill that would make both breakfast and lunch free for all public school students), it was introduced but remains in committee and has not been enacted.
